The Growth Plan for the Greater Golden Horseshoe, 2017 was released on May 18, 2017 and came into effect on July 1, 2017, replacing the Growth Plan for the Greater Golden Horseshoe, 2006.

The 2017 Growth Plan for the Greater Golden Horseshoe is a long-term plan that works with the Greenbelt Plan, the Oak Ridges Moraine Conservation Plan and the Niagara Escarpment Plan to provide a framework for growth management in the region

The key growth management goals for the 2017 Growth Plan for the Greater Golden Horseshoe include:

  • Managing growth by encouraging the development of communities in cities and towns that provide affordable housing options and easy access to the businesses and public services residents of all ages use every day.
  • Improve and increase transportation options while reducing congestion.
  • Focus investments in regional public service facilities in downtown areas.
  • Build communities that maximize infrastructure investments, while balancing local needs for the agricultural industry and natural areas.
  • Increase and promote economic growth.

Growth Plan for the Greater Golden Horseshoe, 2017

To facilitate implementation of the 2017 Growth Plan for the Greater Golden Horseshoe O. Reg. 311/06 has been modified (Transitional Matters - Growth Plans).

O. Reg. 311/06 prescribes transition provisions for growth plans under the Places to Grow Act, 2005. In accordance with subsection 14(1) of the Places to Grow Act, 2005, all decisions made under the Planning Act and Condominium Act, 1998 shall conform with a growth plan that applies to that growth plan area. Subsection 3(5) of the Planning Act provides that decisions in respect of planning matters shall conform with provincial plans, including growth plans, that are in effect on the date of decision. Any matter commenced, but where a decision(s) remains to be made as of July 1, 2017 is subject to the policies of the updated Growth Plan for Greater Golden Horseshoe. The only exception is for limited planning matters that have been prescribed by the Minister through O. Reg. 311/06 (Transitional Matters Growth Plans).

Role of the Greenbelt Council

The Greenbelt Council advises the Minister on integrated growth management planning in the region, which includes the Growth Plan for the Greater Golden Horseshoe, the Oak Ridges Moraine Conservation Plan, and the Greenbelt Plan.

Performance Indicators:

Fourteen performance indicators were established to measure the outcomes of the policies of the Growth Plan for the Greater Golden Horseshoe, 2006.
